WCCTC is one of four Regional Transportation Planning Committees in Contra Costa County and represents the West Contra Costa sub-area.
What WCCTC does
WCCTC develops and coordinates transportation plans, projects, programs and policies for West Contra Costa. The agency also administers the Sub-regional Transportation Mitigation Fee Program and participates in regional transportation funding and planning.
Member agencies
El Cerrito, Hercules, Pinole, Richmond, San Pablo, Contra Costa County, AC Transit, BART and WestCAT participate in WCCTC’s joint powers structure.
Board of Directors
Each member agency appoints representation to the WCCTC Board. The redesign gives governance information a clear home alongside guiding documents and meeting records.

This concept uses semantic landmarks, visible keyboard focus, skip navigation, reduced-motion support, readable contrast and accessible interaction patterns. Production work would include formal WCAG 2.1 AA testing and remediation reporting.
